Job Family, Discipline & Career Level Job Family: Safeguards & Security Discipline: Security Specialist Career Level: P4 Salary Range: $87,000 - $126,000 Job Family & Discipline Description Site Security personnel safeguard individuals, property, information, and assets against potential threats and unwanted access. They monitor security systems and respond promptly to security incidents. They assess security and emergency risks and implement training and preventative measures. They ensure compliance with security procedures and requirements. Security specialists design, implement and enhance security programs. They ensure compliance with government security standards and regulations, and conduct testing in accordance with established security policies and procedures. Some Typical Duties & Responsibilities Include Security specialists design, implement and enhance security programs. The SIPM is appointed in writing by the contractor Officially Designated Security Authority (ODSA) or the SS&ES Security Director, with written approval from the DOE-SROO Officially Designated Federal Security Authority (ODFSA) and the NNSA-SRFO ODFSA. SIPM responsibilities include managing the Incident of Security Concern (IOSC) Program for the Performing Entities and their subcontractors; functioning as the Subject Matter Expert (SME) for matters related to the IOSC Program, including internal and external audits, assessments, and program reviews; issuing notifications, providing briefings and updates, tracking, trending metrics, and issuing periodic reports for IOSC activities; maintaining qualifications as an Inquiry Official (IO), and ensuring that other IOs are appropriately trained and formally appointed; managing and maintaining IOSC Program procedures and instructions, the local IOSC tracking database, IOSC case files, and IOSC SharePoint resources; and ensuring IOSC Program compliance with DOE Order 470.1A and Security Manual 7Q, Procedure 213. Additional duties of P4 applicant include interpreting internal / external requirements and recommending best practices to improve IOSC program management; working independently to establish / integrate / maintain IOSC program plan(s) for NNSA and DOE EM facilities in accordance with DOE Order requirements, and to categorize IOSCs, perform inquiries, and submit reports; guiding / mentoring other Inquiry Officials (IOs) to achieve / enforce consistency across all areas of the IOSC program; and exercising analytical thought processes and sound judgement in identification of corrective actions to prevent IOSC recurrence. Required Qualifications Bachelor's degree in relevant field plus at least ten years of experience (YOE), OR Master's degree in relevant field plus at least eight years of experience (YOE), OR Doctoral degree in relevant field plus at least five years of experience (YOE) Equivalencies to experience and education requirements will be considered Current Q clearance or ability to obtain a Q clearance Current IOSC Inquiry Official (IO) appointment.
