Building Inspector

Hiring range is negotiable between $49,194 and $63,942 depending on a candidate's qualifications and experience. The purpose of this position is to perform field inspection work of buildings and property within the City to ensure compliance with State codes and local ordinances and advises on code compliance issues. An employee in this class inspects construction work in process to enforce State codes for quality of building construction. This job works under general supervision, independently developing work methods and sequences.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Schedules field work to inspect construction in progress for compliance with building, electrical, plumbing, and/or mechanical codes; assures possession of correct permits; authorizes issuance of permits and Certificates of Occupancy.
  • Notifies responsible parties of defects in/on property and re-inspects to determine if corrective action has been taken; issues stop orders if necessary.
  • Reviews site plans and blueprints of new or potential projects; advises owners, builders or contractors on code issues and feasibility of projects, and suggests revisions to assure compliance.
  • Advises contractors in interpreting and applying code regulations, researches questions, and advises on code interpretation.
  • Maintains records of field inspections, maintains data entered out in the field and within the office; prints permits, and prepares necessary reports.
  • Communicates with citizens concerning code requirements.
  • Recommends judicial actions and may be required to testify in court against violators of the State building code.
  • Drives to various locations within the City to perform work.
  • Conducts inspections supporting other City functions as needed, such as minimum housing, signs, demolition by neglect, day care licensing, handicap accessibility, and/or special surveys following weather emergencies.
  • Performs related work as assigned.

Knowledge of State codes and local ordinances as applied to assigned construction projects for inspection. Knowledge of construction and insulation. Skill in interpretation of codes and in their application to specific situations. Skill in reading and interpreting plans and specifications. Ability to maintain mandatory continuing education credit hours and attends training to maintain certifications and assure knowledge of codes; answers questions and assists works within area of specialization to orient and advise other inspectors. Knowledge of building materials, techniques and workmanship. Ability to establish and maintain effective working relationships with contractors and the public. Ability to enforce regulations tactfully and firmly. Ability to establish and maintain accurate and thorough records.

Requires High School graduation or GED equivalent supplemented by specialized courses/training in building construction trades equivalent to completion of one (1) year of college. One up to two years of building construction or related experience or an equivalent combination of education, training and experience.

Possession of a valid North Carolina Driver's License. Level I standard certification in Plumbing and Mechanical or probationary certifications in Plumbing II, Mechanical II, Building I, Electrical I and Fire I. Employees not holding at least Level I certifications in Plumbing and Mechanical or probationary certifications in Plumbing II, Mechanical II, Building I, Electrical I and Fire I will be hired in a trainee capacity.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs medium work that involves walking, standing, stooping, jumping, dancing, stretching, or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Involves routine and frequent exposure to: Bright/dim light; Dusts and pollen. Extreme heat and/or cold; Wet or humid conditions. Extreme noise levels, Animals/wildlife. Vibration; Fumes and/or noxious odors. Traffic; Moving machinery. Electrical shock; Heights.
